Description of feature request

Currently, clouds and cloud regions always move at similar speeds, which sounds intuitive at first but leads to some potentially undesirable behavior. This is difficult to describe, so I will instead describe an issue in hopes that it makes understanding the suggestion easier.

I enjoy watching clouds gently drift along at speed 1. However, this means that it takes hours for a cloud region to pass overhead. If I want to have more variety in regions by accelerating their movement, I can change cloud speed. However, this will also cause individual clouds to form and dissolve very rapidly, which makes the sky very busy and distracting, especially in regions with small clouds.

If individual cloud movement speed and overall region movement speed were split into two separate settings, it'd be possible to have gentle cloud movement and a large variety in cloud regions.
