I think you have to ask this on ThreadTweaks Issues page, ThreadTweaks is a fork of this mod for ≥1.20 but it hasn't been updated to 1.21 yet.

Mod works on 1.21 @ItsGlucose, see please: skywardmc#21

However, the mod is still not marked as compatible on Modrinth / released for it.
