Underwater fog improvements

Is your feature request related to a problem? Please describe.
When above water, fog renders, extending towards the horizon, including areas underneath, but when inside water, fog distance would usually be pulled significantly closer. This disconnect can feel a little odd in play, especially with more aquatic content in recent versions

Describe the solution you'd like
Ideally it'd be nice to have an extra, more accurate, fog layer be rendered under the water's surface. I don't know if such a change would harm framerates more than would be gained from the increased culling though
