Display entity shadows on any block top surface, not just full blocks

Vanilla bug https://bugs.mojang.com/browse/MC-21024. Also a parity issue with Bedrock Edition.
Current behaviour causes the shadows of entities to only appear at integer Y levels. This means that shadows appear fine on the tops of full blocks, but appear completely absent on slabs for example. In the case of slabs, further examiantion reveals that the shadow appears on the top of the block directly below the slab, rendering it only partially visible at best.
