Can I power the machines not using a Third Party Mod?

There is a config option B:machinesNeedNoPower that you can use to make the machines not require power. Its description is as follows:

Machines don't need power, activate this if you don't want to install a
mod with generators and still be able to use the machines [default: false]

I don't have that options,
I only got :
-Death Effects
-Gore Death Effect
-FixedSprintMultiplier
-Lock speed dependant
-Particle Dept

Am I dumb and not being able to find it?

Are you running the latest version?

Try deleting your config file so the mod regenerates it?
