mercurial fluid transfer speed is a bit underwhelming. for comparison: currently as of ATM10 MC 1.21.1 the speed is 1/4th of basic fluid pipes transfer speed from pipez mod (250 mb per second).

Describe the solution you'd like
bumping the transfer speeds of fluid transporters.
using pipez as baseline i suggested around 10 buckets per second
