Palladium:Is there any ways to make mobs spawn with specific powers by datapacks?

Sorry if the question is too stupid, I knew very little about coding. I know due to lacking of AI, most powers have no using to mobs, but I manage to find some buff-like powers by commands, I'll be glad if it is possible to do it without commands.
