Oven produces too much steel

From gunpowder, redstone, sand and one iron ingot, I got 6 ingots, 8 nuggets and 8mB worth of steel. That's way too much.
Smelting an ore block gave less, but still too much. I've configured it to give 3 ingots per ore block.
(And sure enough, smelting an ore block gives... two ingots. Um, let me try a dev build.)
