Let clients use their own item/block blacklists

...in case an item causes a crash when used to chop (#6, #25) but the player doesn't have access to the server config.

Or, give server ops the ability to (permanently?) modify config values in-game.

We have item blacklists. Block blacklists will be handled in #126

More generally, the server could sync all server-side configs with the client in case of mismatches.
