[Bug] Charged Creepers take damage when spawned from their spawning chance tweak

Any charged creepers will end up taking at least 5 damage once they spawn. Another mod that does have a feature similar to this tweak (Mobs Properties Randomness) doesn't have this occur with their spawned charged creepers.
