Describe the bug
There are no .cfg files in the VanillaTweaks config folder. There are .toml files, but no .cfg files.

To Reproduce
Steps to reproduce the behavior:

1. Start Forge via the Minecraft launcher
2. Create a new world and start playing
3. Check config folder

Expected behavior
Config files to be created.
