Describe the bug (Required)
if water flow to flower from side, flower be broken and drop normally.
if water flow to flower from above, flower be broken but immediately re-plant. and repeat this act rapidly.
result - water stop flow at above space of flower. noisy breaking sound.

all flower(1 or 2 heghit), sapling, planted crops(carrot, wheat, etc) make this situation

To Reproduce (Required unless not known)
Steps to reproduce the behavior:

1. place 1 or 2 block vertically for water will flow to bottom
2. place any auto-plantable plant to position where water will fall down
3. use water bucket
   you can see detail at screenshot

Log output/error (via. Hastebin)
No error message. so no log.

Expected behavior (Required)
water can break flower/sapling/vegitables from above and flow through.

Additional context
I think flower not need to be auto-plant when dropped. only crop/seed/sapling need this feature.

screenshot show some other mods(minimap, appleskin etc). but I tested after remove all mods except vanillatweaks.
