gg mojang lol. It only spawns monuments if all biomes in a 116 block radius is ocean category.

hmm. WB biomes are also none category. should we make the oceans be ocean category or mixin to monuments to bypass the check in our dimension? Are other mods gonna copy what monuments do? hmm
