There's nothing happening here.

You're supposed to have to walk up to the tower in survival or creative mode to trigger the dragon's summoning. Looks like there's likely some kind of mod incompatibility preventing it from happening. Try walking up to the tower, then save and send over your latest.log file and I can take a look.
