[Suggestion] Move 'Quill and Ink' quest to be visible when you need it for common papers instead of after

Pain Point

Paper and ink quest in Getting Knowledge is not unlocked until after Electron Tubes and Bronze Steam Engine, but Paper and Quill and Ink are required to perform the common researches to unlock Electron Tubes and Bronze Steam Engine.

Suggestion

Change the dependencies of 'Quill and Ink' quest to be 'Simple Machinery' and 'Bronze Boiler', which are the quests before 'Electron Tubes' and 'Bronze Steam Engine' respectively that still require the basic paper.
