[Bug] Artifacts (white lines with blurred trails) on sharp camera movements

Describe the bug:
As stated in the title. See screenshots.
To Reproduce:
- Enable motion blur in shader settings.
- Set FPS cap to the minimal value (10 FPS for Sodium).
- Move the camera horizontally in both directions.
Expected behavior:
Motion blur should work without artifacts of that kind.
Desktop:
- GPU: NVIDIA GeForce GTX 1650 Mobile
- Shader loader: Iris 1.8.4
- Shader version: 1.3.7
Additional context:
For example, Complementary Reimagined r5.3 does not have this issue.
