For the fabric port version: there are alternate textures provided for each color of glow-chalk in the item/alts folder. You can choose whether you'd like the edge of your glow-chalk to have a glowstone glow, a glow-squid glow, or a glow that complements the color of that specific chalk — or mix and match!
