Ice Wand is an Artifact in Minecraft: Dungeons used to deploy big ice cubes onto mobs to damage them, I made a resource pack called Dungeons Lightning Rod that changes our 1.17 Lightning Rod to look like the one from Minecraft: Dungeons. While the Ice Wand has no connection to thunder, it felt like a cool enough item to be added to this cool set of packs.
So yeah just enjoy yet another version of the Lightning Rod, themed around ice/snow :D.
Dungeons Lightning Rod did get a "+" version and this pack will too soon.
