The shader is an Optifine shader, not a resourcepack shader!
Install it by firstly installing Optifine, and then putting it into your shaderpacks folder in the .minecaft folder.
It doesn't colour the UI, but everything else should be correct according to the source I used:
Info about the resource pack:
This resource pack will make it look as if you have protanopia (red-green colorblindness)
This wasn't handmade, but instead, I wrote a program to convert the standard Minecraft texture pack into a protanopia colorspace.
I used this as a source:

Birch and Spruce leaves are not affected by the changed foliage map since Minecraft hasn't implemented that yet.
So those 2 blocks are in normal colors.

installation:
1. download .rar file
2. use file explorer to get to "C:\Users\%USERNAME%\AppData\Roaming\.minecraft\resourcepacks"
3. extract .rar file into the resourcepacks folder
4. done
