Shrunken gives the illusion that either you have shrunk to half size or the textures on all the blocks have shrunk to half size and replicated. This is accomplished by doubling up the vanilla Minecraft textures in creative ways to 32 bit. The illusion happens because the doubled textures can make it appears that each face of each block is made up of four ordinary blocks tiled seamlessly together in a square.
Shrunken avoids the pitfall of may resource packs wherein it is not immediately obvious what block you are looking at due to their new textures. In this pack, despite being 32 bit, every texture is immediately identifiable as it's vanilla counterpart.
