In snapshot 21w37a (version 1.18), added the ability to stop some plants from growing by clicking on them with scissors. But new texture for clipped plants, as well as the waxed copper blocks, was not added.

Visible Cropped Plants is a resource pack that adds dark markings to cropped plants.
Resourcepack will also add a mark to plants that have already grown to the end (25 blocks).
