Vendor "Kriggon Talsone": shows different amount of recipies w/ debug and w/o debug

Vendor without debug shows 2 recipies (one already learned):

When debug is enabled, it does show 4 recipies instead:

Vendor is in Westfall, at 36.2, 90.1
