BFA PVP S3 and BFA PVP S4 lists Elite gear as a collectibles

For S3 it lists a bunch of cloaks whereas with S4 it lists the entire elite set (in my case -- cloth)

The PVP Elite gear is not enabled in the Unobtainables section either

This seems to have been fixed in 2.9.7
