Tooltips not working on npc, items..

After update to 3.0 version you dont see tooltips on hovering npc item etc
you see the tooltip information in the all the things window but not outside(yes they are activated tooltip integration yes modifer none)
when you hover fast a item with a potential tooltip from att you se it for a split seconds and it disappers(with all other addons off)
This should be fixed in the 3.0.1 version.
Tested with 305, 304 and 306 version neither of them work.
Checked raids from: legion, shadowlands, BC and neither of them are showing the tooltip of items or achievements. here are some screenshots

That's different from what was fixed before. Same as was reported in #881 (comment). I wonder why people suddenly started commenting on old issues instead of opening new ones!
