The quest "Okrilla and the Blasted Lands", offered by Dispatch Commander Ruag:

Is mutually exlusive with the Warchief's Command Board quest for Blasted Lands:
https://www.wowhead.com/quest=28671/warchiefs-command-blasted-lands

This means that if you complete the Command Board quest first, Ruag won't offer the quest, which ATT does not reflect in quest code
