This is a bnet-account-wide quest. I got the message on my AH toon on the 2nd account, after the toon on my main account had accepted the quest. (No message on the main account.)

Quest report popped up as the quest you picked up was the horde only version. Might need to do some programming to fix the issue for the "limited" amount of people in your situation. But effectively how we found most of the plunderstorm ID's is exactly how you got your error report.
