Hmmm looks like the Filter check is linked to current selection of Unobtainable filters, which if you weren't including 'Paywall' Unobtainables, it wouldn't include this quest. That's probably something that should be slightly adjusted. I added them to Character filters but it really should probably be 'InGame' as the filter used...
