I've been Renown 20 for a long while now and have not gotten this quest offered more than a small handful of times.

There are really no details of these quests other than from my own experience that they just randomly happen (not sure at all what triggers it) and they don't give any unique reward. Should these even be on the list as a completable thing?

Should no longer show up if you reached certain other quests.

The renown 2 one is still showing.

There's some locking criteria that need to be applied/determined for them as sometimes they complete for your first character and sometimes they do not (and are only available to other characters on your account which reach the proper renown).
Additionally, some of them are available in Party Sync and some are not... Also information that is TBD in this regard.
