The quest A Head Full of Ivory is still shown in my AllTheThings mini list, even though I'm at Honored with The Consortium and I've not toggled on the "+ Locked" for quests in my AllTheThings configuration. Please see the following screenshots and let me know if you need any more info:

The same goes for the quest Stealing from Thieves:

Should have been fixed a couple releases ago.

These should be fixed a while ago. Please make a new issue if this occurs again.
