Cannot get this to complete in Tanaris or Old Hillsbrad Foothills dungeon.
Accepted and completed the quest on a couple characters (cloth and leather armors).
Have the hat (Haliscan Brimmed Hat [Item#38276]) in inventory and it shows Collected.
Nice Hat... still shows Not Collected 1/2
I also refreshed ATT before turning the quest in while I had the quest item (Don Carlos' Hat [Item#38329]) in my inventory.

Update. Just on a hunch I tried one more option - Using a character from the opposite faction.
The item disappeared and shows as complete in debug mode now.
The other 50% has to be done on the opposite faction. Possibly add flavor text for this requirement?
Or just remove the Alliance races from the Races section?
