Hi,
the quest https://www.wowhead.com/quest=70887/feeling-freedom becomes unobtainable accountwide when you have all the manuscripts this quests rewards. These manuscripts can be obtained by doing this quest on multiple characters or buying them.
Haven't tried party sync, but I doubt this works.
