Hey there,
the bonus Quest #37963 (Those Beyond Redemption) is no longer available since BfA. It used to pop up automatically when questing in this area, but no longer does (neither in Chromie time: Legion, nor normal time).

It became a World Quest though, maybe things got messed up here?

Definitely seems to be the case. I was questing through Legion zones on a character that should meet all bonus objective requirements (Under level 45) and also couldn't find any way to access this bonus objective. All other bonus objectives in the zone were available.
