If I try to view the mini-list by clicking the "ATT" icon on the map:

It will briefly show me the mini-list for that zone. Sometimes for 1 second, sometimes for 10 seconds, but it always will revert back to the current zone I'm in randomly.

I thought maybe another addon was causing this so I was sure to disable all addons and tried again. After disabling all addons, I saw that after switching zones, I would have to fight with it for a few seconds but eventually it would stop auto-switching my mini-list and I can go through it. Sometimes this takes as long as 30 seconds before it stops trying to swap. And if I leave it up for a while, sometimes it still swaps back.

Seems the longer the mini-list gets (like if I do all of Dragon Isles), the more frequently it will swap back out (without other addons enabled), especially as I scroll down the list.

This should be more-reliable currently, assuming your character is not currently moving in a zone. Various minilist adjustments have been made recently to make it less "finicky" about Location changes/refreshing.

But any "your character changed zones" in-game Events will still cause the minilist to re-update to your current Map even if clicking the World Map button, and Blizzard likes to do this even when you haven't actually "changed" your current zone.
