In the Tiragarde Sound quest 'A Marine Out of Water' (https://www.wowhead.com/quest=49234/a-marine-out-of-water) the 'Thovas-Explorer's Cape' is listed as a possible reward.

I've finished this quest on multiple characters now and this cloak was never offered as a reward choice. According to the wowhead page for the cloak it was either removed as a reward option or never obtainable to begin with. (https://www.wowhead.com/item=155091/thovas-explorers-cape#comments)

I have not been able to find a class/spec combination that can obtain this cape from the equipment reward pool offered for finishing this quest.
