Pay the Baron a Visit[1] has a missing quest prerequisite for it to unlock. The missing prerequisite quest is Favor of the Groon[2] which is started from Gorgrom's Favor[3] that drops from Dorgok[4] (which is generally looted while on the quest A Date with Dorgok[5]).
