ATT not showing any tooltip info for NPCs friendly for the opposite faction

- Flavor: Cataclysm Classic
Describe the bug
As Alliance player, NPC which are horde friendly are not showing any info in tooltip.
As Horde player, NPC which are Alliane friendly are not showing any info in tooltip.
To Reproduce
Steps to reproduce the behavior:
- Go to 'Northwatch Hold' (as Alliance Player)
- Click on any 'Rageroar NPC'
- See no tooltip
Expected behavior
Tooltips should be shown for quests and drops,
