You can learn the xmog from other sources, but to blizz remain uncollected the item blocking complete the set and unlocking the xmog. To unlock the xmog in a priest is mandatory loot the tier piece.

Steps to reproduce the behavior:

1. learn an alternative source of the xmog of pants of prophecy
2. to att is collected
3. to blizz is a big NOPE
4. you cant xmog the tier 1 because this bug
