Describe the bug
case 1: You get the artifact via the quest in att main list appear collected but in the minilist still uncollected
case 2: you make a new character of same class and mark all stuff of the artifact uncollected

To Reproduce

Case 1:

Main warlock having equiped the weapon and doing a refresh in ATT the bug persist, in the item tooltip is collected but still uncollected in the minilist, restarting the game no fix the minilist.

In the mainlist of ATT the item is collected, the tracking is correct:

Case 2:

Account Mode

Make a new character of a class with the artifact stuff done in other character, the character can use all artifacts xmogs because in the blizz side the xmogs are OK because the achievements are done in other character but the minilist are tracking all artifact stuff again:

but unlike the case 1, the tracking in the main list show uncollected all artifact appearances:

Expected behavior

The tracking of the artifacts is consistent between characters and the main list and the minilist. Tracking the achievements is a consistent way to track appearances in account mode
