https://www.wowhead.com/item=216775/ the item is unlocked talking with the plunderstorm Quartermaster because talk with the NPC unlock the rank 1 of the faction

Steps to reproduce the behavior:
- Go to https://www.wowhead.com/npc=219760/dakash-grimledger
- talk to unlock the reputation
- the xmog is automatic learned
