What isn't working? What was supposed to happen?

Purchased some TW gear on one character. It shows as collected. Checking on a different character shows as uncollected. Both characters are same faction on the same server. Is TW gear character specific? Does the level of the gear matter?

I am using Insane Account Completionist mode.

Is the item you purchased still showing a trade back timer? While an item isn't permanently bound to you, it is effectively "on loan" until the timer is expired or the appearance is favorited.
