Says false when I run /run print(C_QuestLog.IsQuestFlaggedCompleted(929)), is showing as Completed by me in ATT, but also showing as not collected at the same time (I'm on the char where it says completed by).

I don't think you can pick this up without the preceding Night Elf quests;

and as I'm not a Night Elf probably shouldn't be showing in ATT as Not Collected.

Is this the only one that you couldn't do on your non-Night Elf?

Neither of these were offered to me either, but they aren't showing available/not collected in ATT either
