if a player learned the toys https://www.wowhead.com/item=90888 https://www.wowhead.com/item=90883 from different characters between the patch https://warcraft.wiki.gg/wiki/Patch_6.0.3b and the hotfix 20/12/24 https://warcraft.wiki.gg/wiki/Hotfixes/2024_Archive the FoS dont pop-up due the bug and the stolen present low the drop of the toys to 1%
To fix accounts with the bug blizz changed the Fos and now works using the both toys.
