Icon showing item as uncollected or collected no longer showing.

After the patch this week and updates to ElvUI and Bagnon the icons indicated that an item is not collected is no longer showing. I tested it using without addons and with ElvUI, and Bagnon including using debug mode.
In the screen shot below you can see 18 items that should show the uncollected icon.
