Is this cloak's source correct? isn't it from the relinquished vendor that went to Argus?

This is an item you can get from World Quests. Some of the World Quest/Dungeon/Raid items you can also get from the Relinquished Vendor. Any item that is listed under World Quests I have personally seen available as I was adding them as they came up due to limited information on the internet.
