So I've been messing around trying to get this quest for about 20 minutes now, but after some research and testing everything, I can't seem to get the quest. According to a wowhead comment, if you've upgraded your garrison to level 3, then you can't complete the quest. I've checked all the quests that lead up to this quest and I've completed them all.
