You are correct he was removed. The NPC in the addon is to show legacy stuff that you use to be able to get and you won't see him at all unless you have Debug mode on or you have unobtainables setting on that says "Items were removed that are BoP"

If you have neither of these on then please take a screenshot of the unobtainables setting with the ATT list up showing he's there.
