The Candy Bar item, originally available as a Hallow's End treat (ID 20390) (removed from the event in 4.2.2) is still available via a Zul'Drak quest, "The Leaders at Jin'Alai".

That's why I'm against adding non-collectable things to ATT. I guess we could add this reward to the quest, this should fix the description.
