Originally On Time and Raid Completion bonuses were based on Raid.Start and Raid.End ledger entries. This, while easy to handle, disabled any configuration flexibility.
Change it - in a backwards compatible matter - to separate ledger entries.

This also opens path to enabling #233 and similar
