Profiles not being honored

Describe the bug
In one profile I have two spells bound, in a different profile I have different binds for those buttons. I clear the binds for the buttons in the "broken" spec and the spells for the OTHER profile fire (when they are talented).
I use custom profiles for each spec.

Reproduction Steps
in profile 1, clear the binds for the suspected buttons,
in profile 2. validate the buttons are bound.
in both cases ensure the talents are selected.
when in the profile where the binds were cleared, the spells are still cast.
