    Also Guild&Communities frame seems unmovable. Also, after open it you cannot close with from X but with ESC. And if you reopen it's bugged and shows nothing

Fixed by turning off ElvUI skin for mailbox in ElvUI.
ElvUI --> Skins --> Mail Frame = Unchecked
Reload UI

The same thing happens with the Mail Inbox.
